DeSaulnier Introduces Constitutional and Initiative Reforms

California State Senator Mark DeSaulnier announced the introduction of a legislative package to fundamentally reform state government.  These measures aim to correct on-going structural deficiencies within California state government. Senate Concurrent Resolution 2 initiates an independent review to provide recommendations to fix our state’s constitution, and Senate Constitutional Amendment 6 ensures our initiative process is fiscally responsible.

Senator DeSaulnier Calls for Constitutional Revisions and Pay as you Go Ballot Measures

Senator Mark DeSaulnier (D-Concord) announced the introduction of a legislative package to fundamentally reform state government.  These measures aim to correct on-going structural deficiencies within California state government. Senate Concurrent Resolution 2 initiates an independent review to provide recommendations to fix our state’s constitution, and Senate Constitutional Amendment 6 ensures our initiative process is fiscally responsible.

“The recent PPIC survey demonstrates the people of California want a more responsible and effective government, and that is why I am pleased to introduce SCR 2 and SCA 6,” DeSaulnier said.  “Through independent review of our state constitution and greater fiscal accountability in the initiative process, these measures will provide solutions to the deficiencies that have plagued our state’s budget and constitution. We cannot afford to continue governing with an outdated constitution and an initiative process that allows us to pass measures without the means to pay for them. We must not wait to enact meaningful reform.”

SCR 2 calls for the creation of a Constitutional Revision Commission to make recommendations for revising California’s Constitution.  The Commission will recommend necessary changes to the California Constitution, ensuring the constitution meets the practical needs of a modern electorate and economy. SCA 6 requires “pay as you go” ballot measures. This legislation would prohibit an initiative that increases government costs from being submitted to the voters unless the initiative also provides the revenues to cover its costs.

DeSaulnier has been a strong advocate for constitutional and initiative reform throughout his time in the Senate. As the former Chair of the Select Committee on Improving State Government, he held hearings throughout the state to discuss possible reform measures. DeSaulnier previously authored SCR 2, calling for a constitutional convention, and SCA 4, requiring “pay as you go” ballot measures, during the 2011-2012 legislative session.
